Yeah supercell uses small teams with significant autonomy to develop their games and everyone one will have an input. Even in huge games like world of Warcraft there will be input from community managers but the smaller the team the higher the input.
It is a two way process, they communicate to the community and communicate from the community. I don’t think any community manager has ever said they are just the messenger, in fact drew went out of his way to accept responsibility for closing the original forums.
I do wish there was some way that the community manager could be more transparent and direct but even reasonable people can become jerks on the internet if they feel strongly about something so it is a bit of a no win situation for everyone.
